30L1 creates Rx noise when in standby Options

I have an odd problem with my 30L1 when it is tuned up on 15 meters and in standby. It makes massive (S9 + 60 dB) noise in my receiver that peaks around 21.3 MHz when the 30L1 relay is in the receive mode. The noise level is much lower (S4) when I listen lower in the 15m band. Sometimes, I don't notice any noise for several seconds after keying and returning to receive. None of this happens on 80,40, or 20.
Could the bias supply capacitor C10 cause this?
Where is a good source for purchasing C10 ( 10 or 20 uF 250V)?
The remaining power supply capacitors are new (WN4I power supply board).
Also, can anyone tell me what current I should observe when I key the linear in ssb with no modulation? I observe very little, almost no, idle current on the plate meter.
