Can't tune KWM2A

Hi,
I have a lovely KWM2A. It receives very well, but when I follow the tune up procedure for xmit, it cannot get any reading on the PLATE meter in TUNE mode regardless of the position of the mic gain control. (Steps a-d in section 2.4.1 of the collins manual.) I can't get any movement on the meter at all.

I have a full set of spare tubes.

Where do I start looking to fix this problem?
